Full time hours – 40/week
Location – Tacoma, WA - Hybrid schedule with everyone in the office on Wednesdays with an additional day to be determined by each department. It is possible that this person would need to be on-site more than two days per week during onboarding and training.

Compensation -  Public Salary range is $74,496 - $119,124  Anticipated starting salary between $82,273 - $96,792 depending on qualifications

CLIENT has implemented a mandatory COVID-19 vaccination policy to safeguard the health of employees, their families, and the public we serve, as well as to meet the requirements of Executive Order 14042, which requires federal contractors to adopt and enforce a mandatory vaccination policy. Effective 12/8/2021 the federal mandate and Port policy have been suspended due to a federal court injunction until further notice.

The successful candidate must possess (or obtain within 30 days of employment) a valid driver's license.
Candidate must be able to successfully complete a post-offer substance abuse test (includes both drug and alcohol) and background investigation.
Candidate must also be able to obtain/maintain a Transportation Worker Identification Credential (TWIC), which is a program managed by the Department of Homeland Security (DHS).

Job Summary
The Records Program Manager is responsible for developing, implementing, and administering the Records and Information Management program for the CLIENT.
The position will serve as the Public Records Officer and supervise the Records Analyst. This role will work closely with the departmental records coordinators, the Commission Clerk, and the Information Technology department. The position works closely general legal counsel as well.
This position is also responsible for overseeing and administering organizational policies and procedures for the CLIENT.

Primary Functions
  • Leads the effort to identify, create, and update policies and procedures related to Records Management and Information Governance. Leads efforts to plan and implement communication, organizational change management, and training activities to introduce, mature, and reinforce proper records and information management for CLIENT staff, executives, and commissioners.
  • Oversees Public Records process and compliance.  
  • Works with individual departments in adoption of proper electronic records and information management practices by partnering with departmental leaders to develop plans, expectations, and approaches specific to each department’s information and records needs.
  • Partners with IT staff to select, implement, configure, support, and train users in the use of Microsoft 365 based records and information technology solutions. Champions efforts to migrate electronic records from various systems used by the Port to Microsoft 365 where appropriate.
  • Proactively identifies and leads efforts to enhance and evolve procedures, tools, and best practices related to handling of legal discoveries and responding to public records requests.
  • Leads efforts in creating and establishing procedures for updating and maintaining departmental policies and procedures for organizational access on SharePoint. Oversees annual review of policies and procedures and work with departments to ensure compliance and identify needs for updates and changes.
Required Education and Experience
Bachelor’s degree in business, technology, or related field required. An additional four (4) years of relevant experience may substitute for a bachelor’s degree.
Four (4) years of increasingly responsible experience in records and information management is required, including experience managing a records program within a public agency at a departmental or organizational level.
Experience assisting public agencies in adopting electronic records management practices and utilizing MS365 Records Management capabilities is highly desired.
Must have a thorough understanding of State of Washington Public Records Act and the Attorney Generals Model Rules. Must be able to write documentation such as tracking spreadsheets, training materials, presentations, policies and procedures using MS Office software. Experience with SharePoint is required. The ideal candidate will have experience with Organizational Change Management methodologies such as A.D.K.A. R. Strong analytical, organizational, interpersonal, communication, and problem-solving skills are required, as is a flexible, collaborative approach with a willingness to core role. Working knowledge of MS Dynamics CRM and GP and IBM Maximo and a general understanding of enterprise applications is preferred.
